About Transparency International Indonesia (TII)

Transparency International Indonesia (TII) is an anti-corruption research and policy centre which observes and reports on the activities of parliament and various government bodies, the transparency of taxation processes, anti-corruption public awareness campaigns, compiles an annual corruption index for Indonesia, conducts surveys, and produces various publications. TII consists of various divisions ranging from media and policy research, to public awareness campaigns.

TII has recently undergone re-structuring and is now implementing programs under four key areas:

  • Forestry/ Illegal Logging
  • Economic Reform – expenditure and reform taxes in the revenue sector, and government income (with a focus on natural resource management).
  • Democracy – how to address political corruption, one of the most pressing issues in Indonesia
  • Communications – how to develop better strategies to address and publicise the above programs

TII serves as a ‘think tank’ that is aligned with the interests and activities of various organisations throughout the archipelago. TII is an autonomous body that is affiliated with Transparency International (based in Berlin, Germany) and adheres to the Transparency International code of ethics. It seeks to develop conceptual frameworks through which issues of political corruption, financial management, good corporate governance, transparency and public tendering may be constructively addressed in Indonesia. To achieve this end, a part of TII’s work is to act as a coordinating body to bring various parties (government officials, civil society figures, religious stakeholders, intellectuals and the business community) into a common dialogue on the anti-corruption issue. From this dialogue TII seeks to create a public culture of ‘anti-corruption’ bolstered by the ongoing processing of all corruption cases in accordance with existing laws. The organisation’s mission is not premised on the addressing of individual corruption cases. This is a matter for existing state law enforcement agencies such as the national police, the Corruption Eradication Commission (KPK) or the State Ombudsman. TII’s focus is on systemic change—both in terms of administrative mechanisms and cultural perceptions of the Indonesian people. Systemic change, as the term implies, requires more than technical solutions. All elements of society must be brought into the debate to work together to develop remedies to the negative impacts that corruption entails. As part of an international network, TII highly values new approaches and perspectives that may assist in addressing corruption issues in Indonesia.

Examples of the various TII projects

  • Studies of accountancy practices amongst Indonesian political parties;
  • The transparency and accountability of land and dwelling (PBB) taxes;
  • Monitoring of campaign spending for legislative and presidential elections;
  • Preliminary studies of transparency in extractive industries;
  • The development of public education television programs.

Requirements

Ideally TII would like the intern to have experience in one or more of the four key programs but this is not essential.

Intern Duties (Example)

Conducting test studies on the key areas, develop a policy paper over the course of the internship, assist with funding proposals and grant applications, analyse the LFA, assist in making recommendations for better strategies to address corruption in the key four areas.
